¿Quién gobernará? Se remonta al siglo XVIII para examinar el surgimiento de la política moderna en el mundo español y la transición hacia la independencia peruana. Al enfatizar las conexiones entre dos áreas claves del mundo hispánico, el virreinato peruano y España, este libro analiza el surgimiento de hombres de letras y oficiales militares como nuevos y antagónicos actores políticos. Se trató de un proceso largo, complejo y contradictorio, que terminó socavando las estructuras de poder que sostenían a la antigua monarquía y al virreinato peruano. Asimismo, fue un proceso desigual, pues los militares formaron pronto un cuerpo nuevo y bastante sólido, mientras los hombres de letras enfrentaron la constante oposición de las élites enraizadas del Perú y España, las cuales se resistían a cualquier reforma que mermara sus privilegios. A partir de ello, una sucesión de guerras e insurgencias en América azuzó las luchas de poder entre estos dos grupos y dio inicio a un largo camino de inestabilidad política. 10
