La actitud es un conjunto de motivaciones, percepciones y creencias aprendidas de forma duradera que conllevan al sujeto a emitir una respuesta en determinada situación. La actitud colectiva, por tanto, depende del aprendizaje psicosocial derivado de la interacción con los demás y del cúmulo de historicidad, valores, principios y paradigmas transmitidos. Asimismo, la corresponsabilidad es la suma de voluntades, de esfuerzos y de recursos que tienen como meta el diseño y el cumplimiento de reglas que son de interés general. Por tanto, el objetivo del libro se centra en teorizar desde una perspectiva crítica sobre la actitud colectiva presente en las sociedades que pueden ser proclives o no al logro de la Seguridad de la Nación, a partir de un examen de las características socio históricas, tendencias psicosociales e incluso del principio de la corresponsabilidad, porque durante mucho tiempo se ha pensado, divulgado, acumulado y convertido en una cultura modal que este fenómeno sólo es responsabilidad del Estado y su ejecutoria es a través de la Fuerza Armada, dejándose a un lado la participación ciudadana en colectivo.
